The Village of North Syracuse is required to develop, implement, and enforce a stormwater management program (SWMP) which is designed to reduce the discharge of pollutants from small Municipal Separate Storm Sewer Systems (MS4s) to the maximum extent practicable (MEP) to protect water quality and to satisfy the appropriate water quality requirements of the Environmental Conservation Law and the Clean Water Act. According to the federal regulation, the SWMP is required to be fully implemented by January 1, 2008 and consists of the following six minimum control measures:
1. Public Education and Outreach
2. Public Involvement and Participation
3. Illicit Discharge Detection and Elimination
4. Construction Site Runoff Control
5. Post-Construction Runoff Control
6. Pollution Prevention and Good Housekeeping

If you suspect someone has illegally dumped contaminants such as chemicals, construction materials, paint, or petroleum products to a storm sewer, ditch or roadway, please immediately contact the Onondaga County Stormwater Pollution Hotline at 435-3157. The hotline receives calls 24 hours a day, seven days a week.
